What would happen if I was chatting on cell phone on bike parked in car lane?

I am tolerant of delivery drivers who have to make some tough choices in our car based system....but with all the available side streets, it is NOT acceptable to park in the bike lane on College Street to chat on the phone.
What is this persons malfunction?
