The message and abundant signage doesn't seem to work.

I've taken to using a wet erase marker on the windshield. A good old No Parking symbol might help those who have trouble registering the obvious nature of the lane.

It'll wipe off, so no permanent harm done, but might stay on for a few hours if they don't have a cloth or tissue.
