Next time I'll get the plate since it's outrageous for a public employee to do this. The white-line to the left of the parked cars denotes the left-boundary of the bike lane. Notice how there is a huge space in the foreground for the driver to park in. If there had been nowhere for the driver to park on the entire block it might be acceptable since mail is a public service and not a private company, but there were plenty of spots. I drove delivery for a year with an Econoline without side or back windows. I could have parked in the foreground space easily.
