Ah, it's a police car, blocking the eastbound College bike lane. This section just past Spadina is always popular, maybe because of Burger King?

Dealing with surging College green-light traffic, right turners from Spadina, streetcar tracks, and a blocked bike lane all at the same time is a good workout
