AJRX 906 parks in the bike lane and sidewalk

As I approached Harbord and Shaw, this person cuts in front of me only to do one of those "parking simultaneously on the sidewalk and in the bike lane" moves.

notice that their tail lights are on. they are stopped, not parked.
also, once again, at least they tried to give you some bike lane and pedestrians some sidewalk.
